CLINICAL AND INSTITUTIONAL ACTIVITIES
Organization of a fully integrated psychiatric service in the community based on four principles: 1. health democracy with the participation of local elected officials and the population in the organization of psychiatry in the community, 2. hospitalization as an alternative to care in the community - an open service, 3. empowerment of users and carers: "nothing about us, without us", 4. integration and care at the citizens' doorstep (creating mobile teams).

In 30 years, development of a public psychiatric sector in the eastern suburbs of Lille with a multidisciplinary team, of a network with general practitioners, nurses, social services, municipalities, local elected officials, users and families. This work has resulted in the creation of an Intermunicipal Council for Health, Mental Health and Citizenship, and the facilitation of the creation of mutual selfhelp groups in the sector, managed directly by users and financed by the State. Users also participate in pole councils by electing representatives during users forums. This organization has enabled psychiatry to be truly integrated into primary health care, leading to a significant decrease in the use of psychiatric hospitalization and a better integration of people with mental disorders into their usual environments. Implementation of intensive care at home and in host families for short stays. As a result, the number of beds in psychiatric hospitals decreased from 300 in 1971 to 10 in open wards, without restraint or seclusion at the general hospital (Lille University Hospital). Creation, with the 6 municipalities of the psychiatric sector of the eastern suburbs of Lille, of 150 places in community apartments in commonplace social housing for people with severe mental health problems. Implementation of consultation and home care services within the social and medical structures of the sensitive districts of the sector's cities. Jean-Luc Roelandt is a nationally and internationally recognized expert.

RESEARCH AND PROGRAMS

• MHGP Survey - Mental health in the general population: image and reality (1996-2015)
Epidemiological and socio-anthropological study: social representation of madness and mental
illness, depression in the general population.

125 French psychiatric sectors - Implementation of research in 4 French regions and management of
the program

• Peer support workers program

In 2012, the French experimentation of the "Peer support workers" pilot program aimed to train and hire 30 people who have (had) mental health problems, who have recovered or are in the process of recovering. A one-year on-the-job training course (8 weeks of courses and 36 internships in a psychiatry department) led to the award of a University Diploma of peer support workers (University of Paris 8), following which peer support workers continued their work in the care teams.
Creation of a health and social license option health and social mediator-pair with the University Paris 13 - Bobigny and LEPS, graduating 35 peer support workers.

• Development of Local Councils for Mental Health
A Local Councils of Mental Health is a place for consultation and coordination between public psychiatric services, local elected officials of the territory concerned, users and carers. Implementation of a program to support the development and strengthening of local councils of mental health in connection with the "City/Health" workshops in France (2008-2015). Participation in the creation of the Resource Platform of the National Resource and Support Centre for the local councils of mental health

• Developing WHO QualityRights Toolkit
In collaboration with the University of Cagliari and the WHO CC of Trieste in the Mediterranean countries (2015), in France (2016) and in French-speaking countries (2018)
